A Message is a transmission of communication between the Assembly and the Senate or the Assembly and the Executive.
Under Standing Order 41(1), a message from the County Assembly to the Senate must be in writing and be signed by the Speaker. The Clerk of the County Assembly is responsible for transmitting a message from the County Assembly to the Clerk of the Senate and receives messages from the Senate. The Clerk delivers to the Speaker a message received from the Senate at the first available opportunity after receipt and in any event not later than the next day not being a Saturday, Sunday or public holiday.
